In the dynamic heart of Nigeria’s Plateau State, a visionary leader arose to serve and transform – Governor Caleb Manasseh Mutfwang. Reflecting on his inaugural year, we witness a servant leader personified, characterized by transparency, selflessness, and steadfastness.
Governor Mutfwang’s leadership acumen and dignified approach to governance have shone as a beacon of hope, steering the state towards a future as bountiful and varied as its terrain. Anchored in a deep reverence for God, his administration has become a byword for integrity and advancement.
Arriving not only with well-laid plans but also with a heart attuned to the people’s voices, hands extended in aid, and a gaze set on a horizon brimming with opportunities. Governor Mutfwang’s first-year odyssey has transcended policies and projects—it’s been about the individuals and communities uplifted by his dedication to service.
In documenting this voyage, we are not merely recording a year in office; we are crafting the saga of a leader who embraced his role with a zeal to catalyze change, foster peace, and galvanize a generation. This is the chronicle of Governor Caleb Manasseh Mutfwang—a year of stewardship, a legacy of service.
Ministry of Transport
In pursuit of invigorating Plateau State’s economy and drawing investors to its vast potential, Governor Mutfwang, honoring his electoral pledges, ratified a Memorandum of Understanding (MoU) with Valuejets to initiate thrice-weekly flights to Jos. The Commissioner for Transport, Mr. Davou Jatau, endorsed the MoU on behalf of the government.
In a similar vein, the Mutfwang administration brokered a deal with the Nigerian Railway Corporation to rejuvenate the dormant rail transport, mitigating the harsh impact of fuel subsidy removal on the populace.
The envisaged train service, connecting Jos terminal to Kuru, is anticipated to not only invigorate economic activity by luring fresh investments, bolster commerce, and enhance tourism but also to create many job opportunities across diverse sectors, encompassing construction, rail operations, engineering, and customer support.
An ambulance was generously donated to the Federal Airports Authority of Nigeria (FAAN) at Yakubu Gowon Airport, to ensure a robust response to any emergency situations. Additionally, a state-of-the-art firefighting truck has been refurbished and is now strategically positioned at the airport for optimal service.
The administration has successfully completed the Public Transport Management System Project (Pilot scheme) at Hill Station and Plateau Hospital Roundabouts. This initiative is designed to streamline the transportation system throughout the 17 local government areas of the state, facilitating smoother transit for residents.
Plateau Express Service
Governor Mutfwang, through Plateau Express Service Limited Mr. Samuel Gwott, has launched the Tin City Metro initiative. This ambitious project introduces 15 modern MAN-Diesel buses to meet urban transportation demands, equipped with advanced amenities such as Near Field Communication (NFC) and secure card payment technology.
These features, along with comprehensive video monitoring systems, enhance passenger safety and the overall commuting experience.
Additionally, 20 Toyota Sienna vehicles, complete with security enhancements, have been acquired for the Jos-Abuja route. The fleet also includes 20 refurbished 14-seater Toyota Hiace buses, now outfitted with tracking devices and audio surveillance capabilities.
The 15 modern MAN-Diesel buses were commissioned on Tuesday May 7th, 2024 by His Excellency, Barr Caleb Manasseh Mutfwang amidst fanfare as massive crowds gathered at key locations across the Jos-Bukuru metropolis to celebrate the Governor’s achievement. Meanwhile, the 20 Toyota Sienna vehicles were commissioned by the Deputy Governor, Ngo Mrs. Josephine Piyo.

The Plateau Express Service Limited also launched a fully responsive corporate website. This platform provides detailed information about the company, its management team, services, contact options, FAQs, news, and social media links, fostering real-time interaction between customers and staff.
Plateau State drugs and Medical Commodities Agency
Governor Mutfwang has revitalized the previously dormant Plateau State Drugs and Medical Commodities Agency (PS-DMCMA). This central body is now responsible for the procurement, storage, distribution, and oversight of drugs and medical supplies in State-run hospitals and clinics, ensuring that essential medications are available, accessible, and affordable.
In collaboration with healthcare providers and stakeholders, the agency is fortifying the State’s healthcare infrastructure. It aims to educate citizens about its role, implement an efficient procurement system, and establish equitable distribution channels to enhance healthcare facility access statewide. The agency is also developing monitoring and evaluation frameworks to oversee drug availability and usage.
Efforts are underway by the agency to explore local pharmaceutical manufacturing options while aligning with both local and international standards.
Addressing security concerns
The challenge of insecurity loomed large in Plateau State as Governor Mutfwang took office, a concern underscored by his immediate visit to the Internally Displaced Persons (IDPs) in Riyom, Mangu and Bokkos local government areas, just two days post-inauguration.
This gesture instilled hope and fortified the morale of the desolate women and children who had felt neglected in the IDP camps for years, assuring them of his administration’s dedication to alleviating their hardships.
The memory of the tragic massacre in Mangu Local Government Area on May 15, 2023, which claimed over 100 lives, remains vivid among Plateau citizens and the nation. Originating from the governor’s own locality, some commentators suggest the attack was intended to intimidate and influence his approach to the state’s persistent security issues.
Governor Mutfwang subscribes to the belief that fully acknowledging and understanding a problem is a significant stride toward devising effective solutions. In pursuit of this, he engaged directly with President Bola Ahmed Tinubu, who attentively acknowledged the issues and vowed comprehensive support.
In furtherance of his proactive stance, the governor sought dialogue with national security chiefs during his visit to the Defense and Army headquarters in Abuja on July 12, 2023 and subsequently visited other security agencies. His discussions yielded a solid pledge from them to intensify both kinetic and non-kinetic strategies against the architects of these atrocious acts.
A notable development from these engagements was the strategic redeployment of the GOC of the Third Armoured Brigade of the Nigerian Army, Jos—who also serves as the Commander of Operation Safe Haven (OPSH)—to Mangu following the assaults. Additionally, the deployment of other security forces was significantly increased in the local government areas of Mangu, Barakin Ladi, Riyom, and Bassa.
At a meeting with Plateau elders, the governor expressed his gratitude: “I extend my thanks to Mr. President and the security chiefs for their prompt response. I must commend the new GOC and OPSF Commander, who exhibited commendable professionalism by leading the troops from the front lines, rather than from the confines of his office, for nearly a week.”
He acknowledged the progress made, stating: “While we have not yet reached our ultimate goal, I am grateful to God that we are currently witnessing a period of relative peace.”
Reviewing ‘Operation Rainbow’
Governor Caleb Manasseh Mutfwang, in his commitment to enhancing the state’s security framework, has reactivated the previously dormant State-owned security outfit — Operation Rainbow.
This initiative is fully endorsed and licensed by the Federal Government, and involves the nation’s pertinent security agencies in the retraining of over 600 personnel, meticulously chosen from across the local government areas of the State.
Such measures have rendered the State security outfit highly responsive and proactive in addressing community-level security challenges. Its core mandate is intelligence gathering and the relay of early warning signals for prompt intervention of national security forces.
Furthermore, the administration has unveiled the State Security and Information Center, where citizens can report security concerns via a toll-free line. This center enables the government to receive timely information on pressing security issues in rural communities in order to ensure swift action.
Advocacy for IDPs
On July 12, 2023, Governor Mutfwang visited the National Emergency Management Agency (NEMA) headquarters in Abuja, advocating for the Internally Displaced Persons’ (IDPs) welfare. Following commitments from the Director-General, Mustapha Habib Ahmed, immediate relief aid was dispatched to the State.

This intervention rekindled the IDPs’ hope and accelerated efforts to provide them with relief and support until their eventual return to their ancestral homes.
The governor also established a committee tasked with the resettlement of IDPs, which has actively embarked on fulfilling its mission.
Inherited debt burden and civil servants’ welfare
Governor Mutfwang has openly acknowledged that upon his ascension to office, he discovered the State’s situation to be significantly more challenging than anticipated.
A particularly affected sector is the civil service, which he described as the “engine room of government,” found to be in a dire state. The decay was so pervasive that confidential government documents were being processed at public business centers due to the lack of basic office equipment and supplies.
Moreover, civil servants were owed five months’ salaries, totaling over N11 billion, which prompted a strike. The state also grappled with an overwhelming debt burden exceeding N300 billion, among other financial liabilities, casting a shadow over the government’s fiscal health. A solvency assessment revealed the state’s ranking as the least solvent in the federation.
Fostering harmonious relations with lobour unions
Governor Caleb Manasseh Mutfwang, upon taking office, promptly acknowledged the overwhelming support from the state workforce and retirees by addressing the concerns of the striking workers.
This led to the suspension of the industrial action and the clearance of outstanding salaries and pension arrears. Since May 29, 2023, there has been consistent payment of salaries and pensions, along with the implementation of a revised Salary Table and Hazard allowances for medical professionals (CONMESS/CONHESS).
The governor’s approval of gratuity payments, Death Benefits, and Pension Arrears dating back to 1986 has restored hope among beneficiaries, with ongoing verification for those from 2010 to 2018.
As of January 2024, the monthly pensions have seen an upward revision, and staff promotions have been executed to boost morale
The administration ensures regular payment of Checkup dues to the respective Unions.
A landmark retreat was organized for government officials and labour union representatives to enhance their collaborative efforts and foster positive government-labour relations.
Additional achievements include the disbursement of Overhead to MDAs, re-establishment of electricity at the State Secretariat, and distribution of essential supplies such as rice, maize, and fertilizer to alleviate the economic challenges faced by the populace.
Ministry of Environment
Once celebrated as one of Nigeria’s cleanest and most orderly states, Plateau State was a beacon for tourists nationwide. However, by the time Governor Caleb Manasseh Mutfwang took office on May 29, 2023, the state was grappling with widespread waste and disarray.
The negative impact on the mental health and well-being of the populace, as well as the environment, was undeniable.
Recognizing the urgency, Governor Mutfwang’s administration declared an environmental state of emergency. Efforts to revitalize the state’s environmental sanitation services were promptly initiated. Refuse disposal trucks were mobilized to tackle the accumulated waste in Jos/Bukuru metropolis and beyond, restoring a degree of cleanliness and order.
The reintroduction of the monthly sanitation programme, supervised by Governor Mutfwang himself, has led to significant improvements. The once prevalent threat of disease outbreaks has been substantially mitigated, and the streets are noticeably cleaner.
In a move to further incentivize cleanliness, the governor increased the monthly wages of widows and female street cleaners in Jos from N8, 000 to N15, 000. This wage hike has been instrumental in enhancing the dedication to maintaining hygiene and environmental health.
Plateau State Environment and Sanitation Agency
The appointment of Mr. Samuel Nathaniel Dapiya as the Director General of PEPSA has been pivotal. His proactive approach aligns with Governor Mutfwang’s vision of a pristine Plateau State.
Through various engagements, he has emphasized the administration’s commitment to innovative waste management and environmental protection strategies.
During this one year period, PEPSA embarked on a proactive mission to guarantee a clean, safe, and protected environment in Plateau State, aligning closely with Governor Caleb Manasseh Mutfwang’s vision. The agency undertook the following initiatives:
Conducted a thorough assessment of the current state of waste management and sanitation practices in Plateau State, analyzing existing policies, infrastructure, challenges, and opportunities.
Flagged off a drainage distillation campaign in Jos and Bukuru Metropolis ahead of the rainy season, focusing on gutter cleaning to prevent flooding. Held several meetings with agency staff to understand their roles and responsibilities and gauge their perspectives on the agency’s operations and challenges.
Emphasized Governor Caleb Mutfwang’s vision for waste management, environmental protection, and sanitation in Plateau State, including exploring innovative approaches and technologies for improving efficiency, sustainability, and environmental outcomes, as well as ensuring compliance with relevant regulations and guidelines.
Initiated dialogue and collaboration with key stakeholders, including government departments, local authorities, community groups, businesses, and NGOs, recognizing the importance of building partnerships for effective waste management and sanitation initiatives; developed a comprehensive action plan and strategies (including collaborative tours to partners and other agencies) to achieve the established goals.
Worked with other agencies of government to enforce Executive Order 003 for the regulation of buildings/traffic and partnered with the Gbong Gwom Jos, the media, etcetera, towards fulfilling agency mandates; collaborated with other organizations, leading to the donation of six waste collectors from Jos Green Centre, enhancing PEPSA’s waste management capabilities; commenced waste clearance exercise at Terminus market premises to relocate roadside traders, facilitating the free flow of traffic and preparing the capital city for operations of the new metro buses; participated in roundtable discussions with the World Bank team and other stakeholders on the preparation and implementation of the 2024 Annual Work Plan for the SURWASH program; conducted working visits to explore waste management models and identify areas for enhancement. PEPSA’s Director General engaged in knowledge exchange with counterparts such as the Lagos State Environmental Protection Agency (LASEPA) to improve waste management practices in Plateau State; conducted assessments of the dumpsites in Plateau State with the view to inform future waste management strategies of the State and agency.
Road Maintenance Agency
In a concerted effort to improve the road conditions within the Jos Bukuru Metropolis and its surrounding towns, Governor Caleb Manasseh Mutfwang, despite the legal challenges that have affected his administration, has initiated significant road repair and maintenance projects to bolster transportation.
The administration has successfully rehabilitated a network of roads that were constructed over 40 years ago, which had deteriorated into hazardous conditions.
Potholes have been patched and resurfaced with asphalt to ensure the smooth flow of traffic. Currently, the once perilous potholes that marred the Polo Roundabout leading to the Police Headquarters have been rectified.
Similarly, repairs have been made at the Gold and Base Roundabout in Rayfield. The administration’s efforts have extended to the repair and construction of new roads, including:
JUTH-Laminga-Tina Junction-Legislative Quarters; Plateau Hospital Roundabout-Hill Station Roundabout-Central Bank Road; Maternity-Moonshine Hotel-Chorbe Junction; Liberty Boulevard-Gold & Base Road.
Additional roads that have seen improvements or have been newly constructed are; Maternity-Masallacin Juma’a-Zolo Junction; Ahmadu Bello Way- Kashim Ibrahim-West of Mines;

Dadin Kowa Road Network; Yelwa Club Junction-Rahol Kanang-Du Junction Road among several others.
These infrastructural enhancements reflect Governor Mutfwang’s commitment to the safety and well-being of the state’s residents, ensuring that Plateau State’s roads are not only passable but also conducive for all users.
Ministry of Housing and Urban Development
Governor Caleb Manasseh Mutfwang’s vision to modernize legacy structures and develop extensive road networks throughout Plateau State’s 17 LGAs has led to significant progress. Within his first year, the Governor ordered the continuation of construction on several key road projects, garnering public approval.
Notable developments include: Advancement on the 6.9km Rukuba Road Satellite Market-Tudun Wada-Sabon Gari network, with an extension to Mado, Wild Life Park, by Jolex Construction Co. Nig. Ltd; ongoing construction on the 5.65km Utonkon-Nunku-Keana link road, with an extension to Akila Machunga road.
The nearing completion of the 9km span flyover bridge by P W Nig. Ltd., currently at the asphaltic wearing course stage; additional efforts involve re-engaging contractors for the Jos-Bukuru metropolis road networks and resuming work on abandoned 5km projects at Local Government Headquarters since 2014.
Community members have expressed their appreciation for: The 7.14Km Chwelnyap road network, connecting key areas including Three Container, Yan Trailer, and Main Market; the 24.10km road rehabilitation within Jos South LGA and the 13.5 km upgrade of slum areas in Raku Belleng, Ramun Gyel, Rohol Kak, and Gyel Bukuru; the construction of a 6.5KM network at Angwan Rogo, with a bridge to Hawan Idi/Ali Kazaure, and a 12.1KM network covering Amma Street to Apata.
To enhance service delivery, the construction of the Fire Service Headquarters at Bukuru, Jos South LGA, is underway. Approval has been secured for the rehabilitation of the Central Mosque Jos and while the former Tati Hotel is undergoing rehabilitation to serve as office spaces for MDAs.
A significant MOU has been signed with Goye Associates under a PPP arrangement to construct three Truck/Bus Terminals at Mararaban Jama’a, Mista Ali, and Babale, which are anticipated to create 5,000 jobs for the local populace.
The administration has successfully negotiated for the acquisition of the 80-unit Federal Housing Estate in Laminga, Jos East Local Government Area, to be used as Civil Servants’ Quarters.
Additionally, the ministry has obtained the necessary approvals to allocate 200 hectares of land throughout the state for a large-scale, affordable housing project, in partnership with the Federal Housing Authority.
This initiative has also attracted private investors interested in constructing smart cities and film studios in various locations, which are anticipated to generate employment opportunities and enhance the State’s Internally Generated Revenue (IGR).
Ministry of Works
Governor Mutfwang has authorized the payment of outstanding certificates for the construction of previously abandoned roads, including the Barkin-Ladi-Mangu and Hawon Kibo roads, reflecting his commitment to establishing a robust road infrastructure within the state.
These projects, initiated during the Jonah David Jang administration in 2013 and later neglected by the APC government, are now a priority for completion under Governor Mutfwang’s administration before the commencement of new initiatives.
The “Time is Now” administration has prioritized the rehabilitation of the Fobur-Angwarre bridge to prevent the isolation of the Local Secretariat from Jos. This bridge, originally constructed during the Jang administration, is crucial for maintaining accessible roads in the area.
Furthermore, Governor Mutfwang’s administration has forged a collaborative agreement with the Federal Works Controller in Jos, aiming to foster a beneficial partnership for the state. This collaboration has led to the rehabilitation of a collapsed bridge in Shendam Local Government Area.
Ongoing projects include the rehabilitation of the Hawon Kibo road, the Barkin-Ladi-Mangu road, the Shewr roads in Pankshin, and the continuation of construction from Mararaban Demshin to Demshin-Demshin2- Angwan Rina-Shargan-Bakin Kogi, among others. The Ministry has implemented measures to ensure that contractors promptly resume work at various sites across the state.
Ministry of Agriculture
One year into office, Governor Caleb Manasseh Mutfwang has garnered widespread support from the citizens of Plateau State, who entrusted him with their votes based on his “Time is Now” mantra.
Despite facing months of electoral disputes, the governor swiftly embarked on initiatives that have significantly impacted the state, winning over even those who were initially skeptical of his leadership.
In the realm of agriculture, Governor Mutfwang has been adamant that the time to secure food sovereignty is now. He has spearheaded the cultivation of 900 hectares across Mangu, Riyom, and Barkin Ladi local government areas, ensuring that farmers are well-equipped for success.
Additionally, the State has seen the distribution of N3.6 billion worth of fertilizer to bolster dry-season farming efforts. As the wet season of 2024 approaches, the Plateau Agricultural Development Programme (PADP) has launched coconut and oil palm plantations to further diversify and strengthen the state’s agro-forestry sector.
Preparations are in full swing to supply farmers with fertilizer, seeds, and Crop Protection Products (CPP), ensuring they have the necessary resources for a productive season.
The collaboration with the Federal Ministry of Agriculture and Rural Development has led to the distribution of agricultural inputs to 500 farmers specializing in the maize, rice, and wheat value chains. This March 2024 initiative was designed to pinpoint farmers’ specific skills for more efficient and targeted service delivery.
Piggery farmers in Jos South and Langtang North LGAs, who were hit hard by the 2022 floods, have experienced a revival in their businesses thanks to the State Government’s timely interventions.

Looking ahead, there are ambitious plans to develop 4,000 hectares of land in each of the five principal crop zones. These zones are designated for rice cultivation in Wase, Shendam, Langtang North, Langtang South, and Qua’an Pan LGAs; maize in Mangu, Bokkos, and Barkin Ladi LGAs; wheat in Bassa and Jos North LGAs; potatoes in Bokkos, Barkin Ladi, and Riyom LGAs; and vegetables in Jos North, Jos South, and Riyom LGAs.
The State’s abattoir has undergone a transformation to meet international standards, complementing the broader Livestock Transformation Programme in Wase and Kanam LGAs. Moreover, there are plans to cultivate approximately 500 hectares of Bracassia and Napia grass to support cattle rearing and potential export.
The government is also tapping into the lucrative gardening sector, collaborating with local florists to expand horticulture and floriculture, thereby enhancing the state’s export capabilities.
Ministry of Women Affairs and Social Development
Governor Caleb Mutfwang’s decision to appoint Ngo Josephine Piyo as Deputy Governor was a clear demonstration of his commitment to inclusivity and gender equality.
This choice has empowered the State Ministry of Women Affairs and Social Development to take bold strides, such as establishing the Gender and Equal Opportunities Commission and the Gender Court, which provide swift resolution to gender-related issues.
The administration has made concerted efforts to ensure gender equality and mainstreaming, notably through the strategic appointment of qualified women to key governance roles and the integration of Gender Desk Officers within various Ministries, Departments, and Agencies (MDAs).
Economic empowerment for women has been a focal point, with the Ministry training 102 widows at the Mangu Centre and equipping them with starter packs. Additionally, 300 women across the 17 LGAs have been trained in trade and investment in conjunction with International Women’s Day 2024 celebrations.
Rural women have also benefited from training in financial literacy, economic development strategies, and the production and packaging of household items.
The ministry has been proactive in social welfare protection, implementing the Violence against Persons Prohibition (VAPP) Laws and Child Rights Laws. It has conducted awareness and sensitization programs on cancer, offering free voluntary counseling and cervical cancer screening to 500 women, followed by necessary referrals.
In a significant move, the ministry has successfully repatriated 165 children who were victims of trafficking, bringing them back to the safety of their home state.
The commissioner, alongside various stakeholders, embarked on a comprehensive tour of the 17 LGAs, promoting awareness and the full implementation of VAPP laws, Child Rights laws, and the establishment of Gender Courts and the Gender and Equal Opportunities Commission.
This initiative also included the creation of a Joint Taskforce in each LGA, acting as an Emergency Response Team/Feedback Mechanism and reporting channel.
In its commitment to social welfare, the ministry has conducted hospital visits and distributed delivery kits and gift items. It has also provided 200 schoolgirls with sanitary pads and hygiene products, in collaboration with AGILE, extending this support to 170 schools Statewide.
Efforts to empower women included capacity building for WALGON—an association of LGA Chairmen’s spouses—to aid governance, enhancing the skills of LGA Gender Desk Officers and Social Services for better service delivery, and training 170 women as Peace and Security Mediators.
Over the past year, the ministry has also supported the establishment of SGBV Clubs in 15 Secondary Schools and produced public enlightenment jingles on SGBV, Child Trafficking, and exploitation, translated into six major languages, including Hausa and English.
Ministry for Higher Education
Governor Caleb Manasseh Mutfwang has been unequivocal about his commitment to education, consistently emphasizing its prioritization and the revitalization of public confidence in public schools. His pledge to enhance the quality of education, with a particular focus on science and technology, has been a cornerstone of his administration.
In alignment with this vision, the governor spearheaded a series of familiarization visits to all State-owned higher education institutions, engaging with their management, staff, and students, and assessing the infrastructural state of each campus.
Subsequently, Visitation Panels were established to conduct thorough evaluations of these institutions, identifying their needs and challenges, and formulating strategic recommendations for advancement.
Commemorating his first 100 days in office, the governor announced a significant tuition fee reduction of 50% for Plateau State natives enrolled in state-owned tertiary institutions, mitigating the financial strain induced by the removal of oil subsidies.

A concerted effort has been made to ensure the accreditation of courses, enabling the institutions to confer recognized certificates. This initiative has encompassed a range of state-owned tertiary institutions, including Plateau State University, Bokkos; College of Health Technology, Pankshin; College of Nursing and Midwifery, Vom; College of Agriculture, Garkawa; and College of Education, Gindiri.
The administration has also facilitated the payment of IJMB Examination fees for the years 2022, 2023, and 2024 for the College of Arts, Science, and Technology, Kurgwi, and has settled the Law School fees for Plateau State natives for 2023 and 2024. Additionally, there has been a substantial 300% increase in scholarship funding for Plateau State students pursuing higher education across Nigeria.
To combat unregulated educational practices, the Ministry has initiated a crackdown on private higher learning institutions operating without proper registration or compliance with state policies, laws, and regulatory body guidelines.
Through the governor’s intervention, the State has secured several PhD and M.Sc Engineering scholarships from Liberty University, USA. The ministry has formulated a detailed framework and guidelines for the registration of private higher education institutions within the state. It has also addressed the issue of unpaid salaries for ad hoc staff, some of whom had been pending for up to 44 months, significantly reducing the frequency of strikes.
The Colleges of Health Technology have made strides in addressing the backlog of students awaiting indexing, enabling them to proceed with their final examinations.
Governor Mutfwang has also visited Plateau State University Bokkos to assess the impact of the security challenges in the institution extended from the neighboring communities.
He announced ongoing plans to form partnerships with highly reputed international universities to advance professional development of the tertiary education lecturers in the State.
Jos Metropolitan Development Board
Under the guidance of Governor Caleb Manasseh Mutfwang, the Jos Metropolitan Development Board has taken significant strides in realizing the long-standing Jos Master Plan through the strategic execution of Executive Order 003.
The recently appointed General Manager, Mr. Hart Banket, has spearheaded a public advocacy campaign with the management team to facilitate the plan’s implementation.
The Board has reinstated building lines stretching from Yakubu Gowon Airport Heipang to Bauchi Road Jos, a move aimed at revitalizing the Jos Bukuru Metropolis and enhancing the city’s aesthetic appeal. Additionally, the Board has focused on improving the work environment to boost service efficiency.
This includes the acquisition and setup of a Geographical Information System (GIS), procurement of professional cameras for media documentation, and the refurbishment of the GM and Directors’ offices to improve working conditions.
Renovations have also been undertaken, including the remodeling of the boardroom, reception area, fence, and gate; landscaping of the premises; and the introduction of staff welfare initiatives such as transportation provisions and allowances for corps members.
Key achievements of the Board include the repair of all neglected and malfunctioning vehicles, the acquisition of a Hiace bus for staff transportation, the painting of curbs throughout the metropolis, and the refurbishment of various roundabouts, including Maraban Jama’a, Plateau Hospital, and Polo Roundabout.
Ministry of Budget and Planning
Advancing development through strategic economic planning and qualitative budgeting, Governor Mutfwang’s administration, through the Ministry of Budget and Economic Planning, has successfully obtained approval for the Child Nutrition Match Fund. This initiative will draw upon $400,000.00 in commodities to combat child malnutrition, pending the MOU signing between the Plateau State Government and UNICEF.
The ministry has aligned with SFTAS and SABER deadlines, ensuring the timely publication of the 2024 Budget on the State’s website. It has also modernized its operations with the procurement of laptops, desktop computers, media equipment, and the maintenance of photocopy machines and furniture.
A proactive approach has been adopted for the monitoring, evaluation, and tracking of capital projects across the three Senatorial Zones, culminating in the development of the State Monitoring and Evaluation Framework in partnership with the Programme Monitoring and Results Delivery Office.
The ministry has revitalized the practice of holding quarterly meetings with Heads of Donor Assisted Agencies based in the State, developed registration forms for CSOs and NGOs, and introduced a quarterly reporting template to document all donor contributions to the State’s development.
Support has been extended to MDAs for accessing Government Cash Counterpart Contributions (GCCC) to facilitate the implementation of various programs and projects. The State has embraced the Federal Government’s Economic Recovery & Growth Plan (ERGP) 2017 – 2023 and has actively participated in the Technical Working Groups (TWGs) for the Medium-Term National Development Plan (MTNDP) 2021-2025 and Nigeria Agenda 2030.
Citizen engagement in the budgeting process has been a focal point, with town hall meetings conducted across the three Senatorial Zones since 2018. The 2025 session has already taken place, with grassroots citizens actively participating in the State’s budgeting process.
The Ministry has also been instrumental in formulating and developing the Medium-Term Expenditure Framework (MTEF) and Fiscal Strategy Paper (FSP) for the periods 2019 – 2021, 2020 -2022, and the ongoing 2025 – 2027 edition.
Government of Jos South LGA
In a bid to enhance grassroots healthcare and living standards, Governor Caleb Manasseh Mutfwang inaugurated a comprehensive Primary Health Care facility at Vwai, Maraban Jama’a in Jos South LGA.
This project, initiated by Hon. Peter Vwang Dung in 2014 and later stalled, was revived and completed under his leadership as the Transition Committee Chairman. Governor Mutfwang reaffirmed his commitment to universal health coverage with the launch of this facility and urged the community to safeguard it diligently.
On March 20, 2023, Governor Mutfwang also unveiled a significant shopping complex and an ultra-modern motor park along Bukuru Expressway. Spearheaded by Hon. Peter Vwang Dung, the project is designed to promote orderliness, reduce crime, and augment local government revenue.
The governor highlighted the project’s role in creating a favorable business environment and lauded Hon. Vwang Dung for his dedication to completing this vital infrastructure, which had been pending since its inception in 2014.
Supreme Court victory
On the historic day of Friday, January 12, 2024, the Supreme Court’s decisive verdict concluded the extended legal contest over the Plateau State Governorship election, reaffirming Governor Caleb Manasseh Mutfwang as the rightfully elected leader of the State.
The saga commenced with Barrister Caleb Manasseh Mutfwang’s triumph in the March 18, 2023 governorship election, where he prevailed over his adversary by a substantial vote margin. Nevertheless, this victory was challenged, leading to a succession of legal confrontations.

The APC contender cited irregularities and non-compliance, escalating the dispute to the Plateau State Governorship Election Petitions Tribunal and subsequently to the Court of Appeal.
The pivotal moment arrived with the Supreme Court’s conclusive judgment on January 12, 2024. The ruling not only validated Governor Mutfwang’s mandate but also highlighted the PDP’s organizational prowess and the legitimacy of the Hon. Chris Hassan-led Executive Committee in the state.
Remarkably, Saturday, January 13, 2024, heralded a momentous occasion as Plateau State warmly received Governor Mutfwang following the landmark Supreme Court verdict.
The Yakubu Gowon Airport Heipang and the procession to the State Capital were scenes of extraordinary celebration as vast throngs assembled to greet their esteemed governor.
Citizens lined up at strategic locales such as Heipang, Maraba Jama’a, Vom Junction, and D.B. Jang Junction Old Airport Junction, among others, to honor their elected leader. At the packed Langfield Leisure Park in Rayfield, Governor Mutfwang conveyed his heartfelt thanks to the populace for their steadfast support. He recognized the Supreme Court’s ruling as a beacon of hope for both Plateau and Nigeria.
Ministry of Tourism, Culture, and Hospitality
In a bid to reclaim Plateau’s esteemed title as the “Home of Peace and Tourism,” Governor Caleb Manasseh Mutfwang has invested significantly in the sector, aiming to revitalize it for international acclaim. These endeavors have earned the governor the accolade of “Culture Friendly Governor” in the North, while the State Cultural Troupe has been lauded as the Most Outstanding Troupe nationwide.
The Ministry of Tourism, Culture and Hospitality under the stewardship of Commissioner Jaj Jamila Tukur spearheaded the State’s delegation to the Africa Arts and Crafts exhibition (AFAC) in Abuja. There, Plateau State was recognized as the most innovative state, sharing the spotlight with Indonesia for their ‘Waste to Wealth’ initiative.
The government has reignited efforts to finalize the long-stalled Luka Bentu Indoor Theatre, with the aim of enhancing the state’s tourism attractions and foster revenue generation for comprehensive development. The administration also backed the delegation’s participation at the Soup Festival in Lagos, Muri Park in April 2024, and hosted the E-Tourism conference by Mall of Fame at the Lamonde Hotel in Jos.
Notably, Governor Mutfwang, a proponent of proficient and effective governance, has generously sanctioned and disbursed funds for the operational expenses and monthly imprest to rejuvenate and maintain the state’s tourism potential.
Combating malaria in Plateau
Recognizing the grave threat malaria poses to life and productivity, Governor Mutfwang has ensured that the State Malaria Elimination Programme (SMEP) engages in impactful initiatives to combat the disease.
Recently, the SMEP, in collaboration with the United States President’s Malaria Initiative for States (PMI-S), the Malaria Consortium, the Global Health Supply Chain-Procurement and Supply Management (GHSC-PSM), and other partners, secured 2,998,650 Insecticide Treated Nets (ITNs) at a cost of NGN 5,367,583,500.
These nets have been distributed across households in all 17 local government areas of the State. Throughout the distribution process, which spanned 1,080 distribution points in 325 wards across the State, the collaborative efforts of the State and its Partners successfully engaged thousands of citizens. The exercise was marked by efficiency, and all ad hoc staff involved have been duly compensated for their contributions.
Moreover, the delivery of antimalarial medications, specifically sulfadoxine-pyrimethamine/Amodiaquine (SPAQ 1&2), has seen significant enhancements, reaching eligible children across all communities within the 17 local government areas (LGAs) of Plateau State.
In addition, the State has demonstrated a commitment to enhancing healthcare through comprehensive capacity-building training. This training, focused on case management, prevention strategies, micro-planning, and data management, has been systematically conducted at both State and local government levels, ensuring a robust response to public health needs.
In conclusion, the tenure of Governor Caleb Manasseh Mutfwang has ushered in a transformative era for Plateau State. In just one year, his administration has not only met but exceeded the expectations of many.
With a series of remarkable achievements that span across various sectors, Governor Mutfwang has laid a solid foundation for sustainable development. Plateau Specialist Hospital
Under the visionary leadership of Governor Caleb Manasseh Mutfwang, Plateau Specialist Hospital is transforming into a beacon of medical excellence, poised to elevate the State into a premier destination for medical tourism.
Spearheaded by the indefatigable Chief Medical Director (CMD), Prof. Christopher Yilgwan, the hospital has augmented its medical staff with the recruitment of 22 distinguished medical consultants across various specialities, encompassing Surgery (including Urology, Orthopedics, and Ophthalmology), Pediatrics, Obstetrics and Gynecology, Cardiology, Gastroenterology, Pathology, and Psychiatry.

Complementing this strategic expansion, the administration has revived and modernized critical infrastructure, notably, the completion of the long-abandoned laboratory complex, coupled with a substantial N2 billion investment to furnish it with cutting-edge equipment. This initiative underscores a firm commitment to providing the necessary medical infrastructure for seamless service delivery.
Moreover, the implementation of an Electronic Medical Records system, bolstered by a dedicated local server, heralds a quantum leap into the future of healthcare administration, streamlining processes and enhancing efficiency. Concurrently, the administration has broadened the horizon of medical education by expanding the Medical Residency training program to encompass the core specialities of Pediatrics, Surgery, Internal Medicine, and Gynaecology.
Further fortifying its foundation, the hospital has addressed longstanding challenges, including the rehabilitation of water reticulation and storage systems, alleviating perennial water scarcity. Additionally, crucial facilities such as the Administration block building and Emergency Pediatric unit complex have been revitalized, alongside initiatives to enhance security, upgrade equipment, and augment staff welfare, including the provision of solar-powered floodlights, security cameras, and enhanced hazard allowances.
Plateau State Universal Basic Education Board
In its unwavering commitment to grassroots education, the Plateau State Universal Basic Education Board (SUBEB) under the stewardship of Acting Executive Secretary Hon. Sunday Amuna, in collaboration with Board Secretary Tanguay Emmanuel Pancin, has embarked on a transformative journey to revolutionize educational standards across the state.
Bolstered by the visionary leadership of Governor Caleb Manasseh Mutfwang and sustained by the judicious utilization of allocated funds, SUBEB has embarked on an ambitious agenda of infrastructure development and capacity building. Notably, the construction and renovation of 148 classrooms, alongside the installation of boreholes in various schools across all 17 local government areas, signify a steadfast commitment to providing conducive learning environments.
In tandem with infrastructural enhancements, SUBEB has prioritized staff welfare and operational efficiency. Measures such as augmenting security through the erection of reinforced fences, procurement of motorcycles for enhanced monitoring, and construction of administrative facilities underscore a holistic approach to institutional empowerment.
Furthermore, recognizing the pivotal role of technology in modern education, SUBEB has invested in the digital up-skilling of its workforce, with comprehensive training programs targeting data masters, EMIS officers, and education managers.
Leveraging innovative tools such as the BAMIS software, coupled with the provision of essential hardware like iPads, laptops, and desktop computers, SUBEB is empowering educators with the tools necessary to excel in a dynamic educational landscape.
Moreover, SUBEB has exhibited a steadfast commitment to teacher welfare, exemplified by the prompt resolution of salary arrears and the facilitation of professional development opportunities.
Collaborative initiatives with external partners, such as the Oando Foundation, further amplify the impact, facilitating infrastructural upgrades, teacher training on pertinent issues like climate change, and the provision of instructional materials, thus nurturing a conducive learning ecosystem conducive to holistic development.
Ministry of Science Technology, Technology and Innovation
Governor Caleb Mutfwang has made efforts at resuscitating and restoring the mandate of the ministry as he approved the hosting of the Natural Medicine Day with the theme “Exploring the potentials of Natural Medicine”.
This feat is achieved after more than ten years of the State not hosting it. The vision is in order to generate revenue for the State and regulate the activities of herbal medicine practitioners.
The amendment of the law establishing the Plateau state Vocational and Relevant Technology Board is in the pipeline as for the first time since its creation in 1974, Governor Mutfwang approved a 50% retainership for the Board.
This will not only encourage and revamp the Board, but it will also enable her to fulfill her mandate and role which is the incubation of future technologists, creation of jobs, empowering the middle class and reducing social vices and insecurity in the State.
The approved that the Ministry participated at the 2024 Science and Technology Expo organized by the Federal Ministry of Science and Technology where Plateau indigenous innovators with their products were exposed by the ministry’s opportunities for the teaming youths of Plateau State.
Efforts have also been made to finalize with the BJORN STEIGER STIFTUNG FOUNDATION for the establishment of an emergency medical rescue system and Mercedes Benz manufacturing facility in the State. This project once established, has the tendencies of creation thousands of jobs in the State and increase the revenue base of the State.
Ministry of Water Resources and Energy
The Time is Now administration under the leadership of Barr. Caleb Mutfwang has through the Ministry, taken over the Sabon-Gida Langtang South LGA Water Supply Scheme from the Federal Ministry of Water Resources and Sanitation.
The Ministry working with its Departments and Agencies, conducted a Needs Assessment of Water and Sanitation Committees in 40 communities, 10 each from Wase, Langtang North, Bokkos, and Jos South LGAs.
Trained 76 Persons (comprising State/LGA level WASH Officers, CSOs, NGOs, and STGS) to facilitate demand creation/CLTS ++ triggering and follow-up visits in communities of Langtang North and Wase LGAs.
Trained 73 Persons Toilet Business Owners (TBOs), Masons, and LGA/ State level WASH Officers) on Sanitation marketing strategy and building of different improved household latrine options in 3 SURWASH LGAs.
The governor approved the procurement of assorted Water Treatment Chemicals worth N158, 000, 000.00 in July 2023; the procurement of assorted Water Treatment Chemicals worth N734, 000, 000 in April 2024; and offset over N700,000,000 liability incurred on the supply of water treatment chemicals by the previous administrations in April 2024.
Ministry of Information and Communication
In line with the ministry’s core mandate of information gathering and dissemination of government policies and programmes, Governor Mutfwang approved the 1st Ministerial Press Briefing under the Time is Now administration which started on April 23, 2024 and ended on May 10, 2024.
The exercise allowed the MDAs to present their scorecards, revealing the nature of their operations, the projects undertaken and the progress made. With the media coverage of these events, no one is expected to be left behind as the administration rolls out its programmes, projects, and policies.
The ministry, within the year, established its digital presence on the following platforms: Facebook, X, YouTube, and Instagram and has a retainership arrangement with many media organizations, to ensure a wide coverage of the State and expand the reach of the Plateau story
It has paid a balance of retainership fees inherited from the immediate past administration.
To grow the capacity of staff for efficient service delivery, opportunities have been created for staff participation at conferences, seminars, and workshops within and outside the State.
Plateau State Hospital Management Board
The leadership of the PLA-HMB embarked on a broad-based system strengthening and rejuvenation efforts in a bid to improve towards more efficient service delivery. Some projects/initiatives achieved can be found as follows:
Purchase of Ultra Sound scanning machines to Shendam, Tunkus, Dyerok, Angware, and Barkin Ladi General Hospitals and the first time ever purchase of an X-Ray machine (plus adequate housing) for the Comprehensive Health Centre Dadin Kowa, Jos.
Opening of newly constructed General Hospitals at Mabudi and Kanke inclusive of drugs and other consumables supplies with a view to bring quality secondary healthcare services to patients.
Purchase and distribution of hospital furniture, bedding and other items to outlets, including turnaround maintenance of hospital equipment and boreholes across all facilities.
Setting up, furnishing and equipping of the NHIA/PLASCHEMA office with computers and other gadgets to ensure more adequate service delivery. Furnishing of offices within the Board headquarters to create an enabling environment for work to thrive and increased personnel productivity.
Timely and efficient execution of staff related matters (more appropriate postings, conversions, promotions and discipline).
Plateau State Contributory Healthcare Management Agency (PLASCHEMA)
Created by law in June 2019, PLASCHEMA effectively took-off in January, 2021 to enhance healthcare accessibility for Plateau populace using health insurance and allied services. Herein are found some remarkable achievements within the last one year; Paid five months arrears and now up-to-date in payment of capitation and fee-for-service for facilities and Health Maintenance Organizations (HMOs).
In collaboration with our local partners, Local Health System Sustainability (LHSS), a house to house verification of Basic Healthcare Provision Fund beneficiaries (including subsequent realignment, reallocation and re-enrolment exercise) was carried out in the Northern zone.
Under the leadership and direction of His Excellency, Governor Caleb Mutfwang, payment for the backlog of 327 million Naira counterpart fund to the Basic Healthcare Provision Fund was made with funds deployed towards premium payments for the poor and vulnerable across the State.
Transition Implementation Chairmen with the 17 LGAs now committed to paying Equity fund and have provided offices for PLASCHEMA.
In targeted areas of Barkin Ladi and Bassa Local Governments, in partnership with Women and Children in Support of Community Initiatives (WOCCI) which resulted in increased uptake of health insurance.
Development of a three (3) year Strategic Plan as well as the 2024 Annual Operational Plan while currently developing home grown ICT solutions to efficiently manage the agency’s information systems and data.
